Submission Draft North West Rail Link Corridor Strategy

 

Thank you for the opportunity to comment on the draft North West Rail Link (NWRL) Corridor Strategy.

 

At its meeting on 17 April 2013, Council considered Group Managerís Report No. 20/13 in regard to the draft NWRL Corridor Strategy. Council resolved to forward a submission to the Department indicating its general support for the draft NWRL Corridor Strategy and request that the issues outlined in the report be addressed prior to the draft NWRL Corridor Strategy being finalised.

 

Council resolved that the following comments on the draft NWRL Corridor Strategy be addressed:

 

††††††††††††† The draft Strategy should clearly identify actions and timeframes for the delivery of key components on the NWRL to enable the Councils to consider options for the timing and progression of investigations for the rezoning within the Study Areas.

 

††††††††††††† An infrastructure plan should be prepared and included in the Strategy detailing required/suggested works within each of the Study Areas.††

 

††††††††††††† The need for new and upgraded infrastructure and services should be further investigated under the Strategy before the Councils consider the progression of rezoning within the Study Areas, including the ability of State agencies to deliver required infrastructure and services to supplement the projected dwelling and job numbers.

 

††††††††††††† The Department should coordinate a regional traffic study for the corridor to identify and upgrade the regional road network to accommodate the intensification and growth of development around the NWRL as projected by the Corridor Strategy.

 

††††††††††††† The delivery of the community facility within Cherrybrook Station should be a requirement of the contract to develop the Cherrybrook Station and not the responsibility of Council to fund under a Development Contributions Plan.

 

††††††††††††† The Department should prepare or fund Council to prepare the detailed environmental studies required to inform a planning proposal for the Cherrybrook Station Precinct.
