Thank you for the opportunity to comment on the proposed State Environmental Planning Policy (Epping Town Centre Precinct).
At its meeting on 17 April 2013, Council considered Group Managerís Report No. 21/13 in regard to the proposed SEPP (Epping Town Centre Precinct). Council resolved to forward a submission to the Department indicating its general support for the Urban Activation Precinct (UAP) Proposal and requesting that the issues outlined in the report be addressed prior to the UAP Proposal being finalised.
Council resolved that the following comments on the UAP Proposal be addressed:
∑††††† The proposed SEPP maps should be amended to address the inconsistency between the draft Structure Plan LEP maps and the Zoning, FSR and Height strategy applied by Council under the draft Hornsby LEP.
∑††††† Investigation of the full potential of West Epping Park and preparation of a Concept Plan is supported.† A more formalised process for allocating funding should be prepared by the Department to provide certainty and enable further investigation of public domain opportunities to support Epping Town Centre Precinct, such as West Epping Park.
∑††††† The proposed SEPP should not become operational for at least 4 months from the gazettal of the SEPP to enable Council to prepare, exhibit and adopt a DCP.
∑††††† Progression of the proposed SEPP should not occur until such time as the design details of the proposed road and intersection upgrades recommended by the Epping Town Centre Study have been finalised and provided to Council for its consideration.
