CS1/19 - Administration of Council's 2020 Local Government Election

 

 

Additional information with  CHANGE  to Recommendation

 

Since the preparation of Deputy General Manager’s Report No. CS1/19, advice has been received from the Office of Local Government (OLG) on 8 February 2019 via Circular No. 19-02 that the NSW Government has approved a review by the Independent Pricing and Regulatory Tribunal (IPART) of the costs of conducting local government elections in NSW. A copy of the Circular is attached.

A letter dated 11 February 2019 has also been received from the Electoral Commissioner advising that the NSW Electoral Commission (NSWEC) will not be providing cost estimates to councils for the 2020 ordinary elections until the IPART review has been completed. A copy of the Electoral Commissioner’s letter is attached.

IPART’s final review is due to be submitted to the Minister for Local Government by 30 August 2019.  The OLG has indicated that legislation will be introduced in the first parliamentary sitting period following the State election to extend the deadline in respect of when a council must make a decision about who will administer its 2020 election until 1 January 2020.  It is, therefore, considered appropriate that a decision regarding the administration of Council’s 2020 election be postponed pending the outcome of the IPART review.

As such it is proposed that Deputy General Manager’s Report No. CS1/19 be withdrawn from the agenda for the 13 February 2019 General Meeting, noting that a new report will be prepared for Council’s consideration in late 2019 once all relevant information is to hand in order to allow Council to make an informed decision.

 

RECOMMENDATION

THAT based on advice received from the Office of Local Government on 8 February 2019 via Circular No. 19-12, and a letter received from the Electoral Commissioner on 11 February 2019, Deputy General Manager’s Report No. CS1/19 be withdrawn from consideration at the 13 February 2019 Meeting.

8        THANKS TO ALL INVOLVED IN STORM RECOVERY EFFORTS   

 

 

On behalf of the community of Hornsby Shire I would like to thank all the services and agencies that helped in the aftermath of the two severe storms we experienced in December, one of which pelted neighbourhoods with hail stones the size of tennis balls. I would specifically like to thank the staff and volunteers from State Emergency Service, Rural Fire Service, Roads and Maritime Service, Ausgrid and Sydney Water.

I would like to particularly acknowledge the excellent work that was done by Hornsby Shire Council’s staff, who responded with speed and energy. Working under circumstances that were often very difficult, they epitomised the selfless community spirit that is the backbone of this organisation. At one stage there were 15 crews and 20 trucks on the road every day, along with several cranes and towers, to help clean up the mess.

I would also like to acknowledge the staff and volunteers from the various services mentioned above, who played a fundamental role in helping to minimise the impact of the storm on the lives of our residents. One of the most remarkable aspects of the storm response was the level of cooperation between all of these agencies, with the needs of our residents always the very top priority for all parties.

I would also like to acknowledge and thank the affected residents for their patience throughout the clean-up process. It is not a pleasant experience to have a tree fall on your car or a lump of ice punch a hole in your roof. The residents we dealt with accepted these misfortunes gracefully and, even better, they worked hard to help each other out. There was a spirit of neighbourly comradeship in the affected suburbs, as well as a tacit understanding that the responsible authorities were working as hard as possible to fix all of the damage. In the days following each storm I was very proud to be a resident of our Bushland Shire.

I would like to place on the record some fact and figures about the storm clean-up efforts:

·              Council crews were immediately deployed and able to ensure major roads were re-opened the same day.

·              Council received approximately 600 direct requests for assistance from residents.

·              Approximately 300 truckloads of green waste were taken to Westleigh for processing.

·              Council removed around 4,500 cubic metres of chipped green waste material.

·              The final cost of the December storm clean-up will be around $800,000.

·              Clean-up efforts are not entirely over, with some dead and damaged trees needing further attention in the months ahead.

 

RECOMMENDATION

THAT Council acknowledge the work done by emergency response agencies in the aftermath of the two severe storms that struck the Shire in December, including Hornsby Shire Council’s staff, the State Emergency Service, Rural Fire Service, Roads and Maritime Service, Ausgrid and Sydney Water.
