14      TENDER T29/2012: PROVISION OF PROJECT MANAGEMENT SERVICES   

 

 

EXECUTIVE SUMMARY

·             Tenders have been called in accordance with the Local Government Act for the Provision of Project Management Services for the Infrastructure and Recreation Division.

 

·             It is recommended that Council accept the tenders submitted by Clendinning P/L and Ray Huzij and contracts be entered into. The tender submitted by Barker Ryan Stewart should also be accepted by Council but it is recommended that no contract be entered into until the need for additional project management services arises. These recommendations are detailed in the Confidential Memo dated 24 January 2013 attached to this report.

 

 

RECOMMENDATION

THAT

 

1.         Council accept the tenders submitted by Clendinning P/L and Ray Huzij and contracts be entered into. 

 

2.         The tender submitted by Barker Ryan Stewart be accepted by Council but no contract be entered into until the need for additional project management services arises.

 


PURPOSE

The purpose of this Report is to provide a recommendation for Tender T29/2012: Provision of Project Management Services.

 

BACKGROUND

The Infrastructure and Recreation Division do not currently have a sufficient number of highly qualified, skilled and experienced staff to meet the needs of Council and it is therefore proposed to meet this demand by employing contractors. The contractors will provide high level project management services on a number of significant infrastructure projects either underway or proposed by Council. 

 

DISCUSSION

Tender T29/2012 is a ‘Schedule of Rates’ tender and tenderers have submitted daily and hourly rates for their services. The evaluated annual cost is based on the submitted rates multiplied by the anticipated number of working days and hours. A summary of all tenders received together with full evaluation details have been placed on file.  Excepting this report, the summary and details of the tenders received are to be treated as confidential.

The following criteria were used for the evaluation of the tenders:

 

·             Tender conformance

·             Qualifications and skills

·             Past performance and experience.

·             Current commitments and availability

·             Total evaluated cost of work

·             Reference checks.

 

The tender has been evaluated by a panel comprising of Manager Design and Construction, Mr Rob Rajca; Design Team Leader, Mr Mark Nobilo and Engineer Construction, Mr Steven Crowe.

 

The attached Confidential Memo provides the evaluated annual cost of each tender and a summary of the evaluation.  Full details of the tender evaluation are on file F2012/00881.

 

BUDGET

The funds for the tendered work will be available from the budgets of the individual projects on which the project managers will be involved.

 

POLICY

There are no policy implications associated with this Report.

 

CONCLUSION

From the results of the evaluation it is recommended that Council accept the recommendation given in the attached Confidential Memo for Tender T29/2012: Provision of Project Management Services.
