PL25/14 - Development Application - Alterations and Additions to a Dwelling-House - 139 Copeland Road, Beecroft

 

 

Additional information with ?NO CHANGE? to Recommendation

Amended plans (copy attached) were submitted by the applicant on 24 March 2013, proposing alterations to the design and siting of the free-standing garage in the front yard of the subject property as follows:

1.???????? Relocation of the garage 100 mm closer to the eastern side boundary;

2.???????? Reduction in the overall width of the garage by 100mm from 6.5 metres to 6.4 metres;

3.???????? Lowering the roof pitch from 15 to 12 degrees with a corresponding reduction in the overall height of approximately 200mm;

4.???????? Lowering of the finished floor level of the garage by 400mm requiring the installation of an absorption pit to accept surface water runoff from the driveway; and

5.???????? Relocation of a portion of the front fence incorporating the sliding vehicle gate "back from the boundary", in response to a request from the owners of the adjacent property, No. 141 Copeland Road.

Comment

The alterations to the location, width and roof height of the proposal are minor changes only.? They would not significantly alter the detrimental visual impact of the proposal on the streetscape character of the surrounding Heritage Conservation Area or the facade of the dwelling house at No. 139 Copeland Road.

The lowering of the floor level of the garage by 400mm and the resulting need to install an absorption pit to "accept" the surface water runoff from the driveway would have unsatisfactory, long term environmental impacts on the surrounding land by concentrating this runoff on the subject property rather than allowing it to drain away via the street gutter system in Copeland Road.

Conclusion

The proposed amendments to the design, location and levels of the garage would not significantly change the impacts of the proposal as submitted.? As a consequence, the recommendation in the report remains unchanged.

 

RECOMMENDATION

THAT Development Application No. DA/1449/2013 for alterations and additions to an existing dwelling including the construction of a new garage at Lot 4, DP 529564, No. 139 Copeland Road, Beecroft be refused for the reasons detailed in Schedule 1 of Group Manager?s Report No. PL25/14.
