Additional information with NO CHANGE to Recommendation
Council has been a member of the Sydney Coastal Councils Group (SCCG), a voluntary regional organisation of councils consisting of 15 coastal and estuarine councils, since 1997.
The SCCG operates with two basic structures, the first is the Full Group which consists of elected Council representatives and the second is the Technical Committee which consists of Council staff representatives. Member Councils are required to pay an annual contribution, which in 2015/16 equates to $30,602.
Over the years a number of very valuable outcomes have been achieved by the SCCG and these have added value to Hornsby Council’s operations. However, over recent years the focus has moved away from the SCCG supporting member councils to a broader agenda which has resulted in little useful information or outcomes of relevance to Hornsby.
It is now considered that Council would receive a better return on its investment by directing the membership fees that it would otherwise spend on the SCCG (funded by the Catchments Remediation Rate) into its Estuary Management Program.
As such, it is recommended that Council discontinue its membership of the SCCG.
THAT Council review the list of Committees, Working Parties and other relevant groups included in the attachment to Deputy General Manager’s Report No. CS32/15 and determine Councillor representation as appropriate for the period October 2015 to September 2016. |
