RESOLVED ON THE MOTION OF COUNCILLOR MCINTOSH, seconded by COUNCILLOR HUTCHENCE, THAT: 1. In principle support be given to the following: a) Pursuant to Section 296(2), (3) and (5A) of the Local Government Act, Council enter into an election arrangement contract for the Electoral Commissioner to administer all elections of Council. b) Pursuant to Section 296(2), (3) and (5A) of the Local Government Act, as applied and modified by Section 18 of the Act, Council enter into a council poll arrangement contract for the Electoral Commissioner to administer all council polls of Council. c) Pursuant to Section 296(2), (3) and (5A) of the Local Government Act, as applied and modified by Section 18 of the Act, Council enter into a constitutional referendum arrangement contract for the Electoral Commissioner to administer all constitutional referenda of Council. 2. Following receipt and evaluation of final cost estimates from the NSW Electoral Commission (NSWEC), the General Manager be delegated authority to enter into a contract with the NSWEC in accordance with the above, providing that such estimated costs are reasonable and generally in line with those outlined in Director’s Report No. CS24/19. 3. Should the cost estimates from the NSWEC indicate a significant increase above the expectations outlined in Director’s Report No. CS24/19, a further report be submitted for Council’s consideration.

MOVED ON THE MOTION OF COUNCILLOR HEYDE, seconded by COUNCILLOR NICITA, THAT Council: 1. Declare a climate emergency in acknowledgement that urgent action is required by all levels of government; that human induced climate change represents one of the greatest threats to humanity, civilisation and other species; and that it is still possible to prevent the most catastrophic outcomes if, and only if, societies and governments take emergency action. 2. Note the recently passed motion at the Australian Local Government Association National General Assembly calling on the Federal Government to declare a climate emergency. 3. Write to the State and Federal Members of Parliament calling on them to declare a climate emergency and undertake immediate action. 4. Note the work being undertaken as part of the development of the Local Strategic Planning Statement, in particular the development of an Environmental Sustainability Strategy, Climate Change Adaptation Plan and Urban Forest Strategy, and that a report be submitted to Council outlining our emission reduction pathway.
AN AMENDMENT WAS MOVED BY COUNCILLOR HUTCHENCE, seconded by COUNCILLOR MCINTOSH, THAT Council: 1. Acknowledge that climate change is one of the many challenges facing our community. 2. Note that Hornsby Shire Council, its staff and, in particular the environment team, and its community have a longstanding and continuing commitment to environmental management and sustainability including the reduction of our own corporate emissions and sustainability improvements. 3. Note that the NSW State Government have a Zero Net Emissions By 2050 Policy 4. Note that the Australia is a signatory to the Paris Agreement. 5. Align itself with both State and Federal targets of reaching Net Zero Emissions by 2050 within a financially sustainable framework and confirm its readiness to assist both the NSW State Government and the Federal Government to meet their targets. 6. Write to the State and Federal Governments urging them to confirm their commitment to the agreements they have signed and outlining our support for creating measurable, financially sustainable policies and programs to reach their agreed targets under the Paris Agreement, advising them of this resolution and to request advice as to how they intend to support local government and communities achieve these targets: 7. Note that current actions to continue to reduce Council’s emissions include: a) LED street lighting roll out – expected to reduce emissions by approximately 500t CO2 per year. b) Electricity contract commencing 1 January 2020 – expected 20 percent renewable component – likely to reduce emissions by approximately 500t C02 per year. c) Energy efficiency measures including the possibility of solar at the Hornsby Aquatic and Leisure Centre and the Community Recycling Centre – expected to reduce emissions by approximately 160t C02 per year. d) Moving towards improving the landfill diversion rate from 44 percent to 70 percent as part of the Waste Matters Strategy. e) A commitment to planting 25,000 canopy trees by September 2020. 8. Note our commitment as part of our current extensive strategic planning program to a new overarching Environmental Sustainability Strategy that specifically addresses our changing climate and adaptation through the following approaches; a) A review of Council’s existing Climate Change Adaptation Report via consultants to conduct an updated risk assessment for Council. b) Development of a corporate baseline for Council’s carbon emissions and science derived targets via independent consultants. c) Development of a community emissions baseline – working with Resilient Sydney (33 metropolitan councils) to enable ongoing monitoring. d) Council’s Urban Heat Mapping, Water Sensitive City Strategy and an Urban Forest Strategy. 9. Note that further reporting on these actions is due to Council in coming months and that within a financially sustainable approach the following options are already under consideration: a) Further energy efficiency measures such as LED lighting, more efficient air conditioning, installation of solar panels, etc. b) Changes to Council’s investment portfolio including fossil fuel divestment or even direct investment in renewable energy such as wind or solar farms c) Sustainable procurement – including recycled content or low carbon material. d) Updated Asset Management Plans and asset renewals – not simply replacing like for like, but investigating whole of life cycle assessment including energy consumption. e) Further policy development and implementation – for example the Sustainable Energy Policy for new Council Assets. f) Further consumption and waste minimisation strategies i.e. community landfill diversion target be increased from 44 percent to 70 percent to be in line with State targets. g) New energy performance contracts. h) Enhanced administration and strategy items to undertake better reporting, monitoring, and integration of strategies for example, the Waste Matters Strategy. i) Further advocacy, for example lobbying State and Federal Governments to increase building sustainability requirements such as BASIX, increase and improve public transport options, etc. j) Further education and facilitation. k) Updated plans and infrastructure for sustainable transport for example car share, EV charging stations, cycleways and walking paths and shared ways. l) New power purchase agreements including investigations into alternative funding options. m) Enhanced Strategic Planning – updated LEP and DCP provisions. 10. Note the following broader program of ongoing initiatives Council has been undertaking and continues to undertake as part of its approach to sustainability and environmental improvement. · Development of a Draft Waste Matters Strategy. · Canopy replenishment program. · Sustainable Energy for New Council Assets Policy. · Sustainable Procurement. · Development of a Coastal Management Plan. · Development of a Bushfire Management Strategy and bushfire education events. · Hornsby Kur-ring-gai Bushfire Risk Management Plan. · Update of Integrated Land Use and Transport Policy. · Development of Hornsby Shire Car Parking Management Strategy (i.e. car sharing and electric vehicles). · Street Lighting Improvement Program and LED Rollout with Ausgrid and Endeavour Energy. · Waste education events. · Community Recycling Facility. · Waste Hotline. · Guided bushwalking program and bushcare education program. · Bushcare volunteers program. · Water Quality Monitoring Program – Ecohealth and water quality buoys · Biobanking Program. · Tree Management Program for Bushland Reserves. · Weed Management Program. · Feral Animal and Pest Management Program. · Catchment Remediation Rate Capital Works Program and education events. · Native plant giveaways. · Community Nursery. · Landcare Program. · Maintenance of bushwalking tracks. · Managing street and park trees. · Installation of shared paths. · Maintain and renew Council owned energy efficient assets (i.e. 17 x Photovoltaic and 1 x wind turbine installations). · Identification and installation of new photovoltaic systems. 11. Note that in addition to these existing ongoing actions, Council has resolved to place environmental sustainability at the forefront of its Future Hornsby Strategy, with work undertaken as part of the development of the Local Strategic Planning Statement. Our Environmental Sustainability Strategy will specifically include separate reports that address Climate Change Adaptation, Urban Heat Mapping, a Biodiversity Management Strategy, Water Sensitive Hornsby Plan and Urban Forest Strategy some of which are mentioned above. 12. Note that Council has an ongoing role to play in promoting the existing actions and initiatives Council is undertaking regarding climate change and environmental sustainability. Additionally, Council needs to explore how it can further engage and collaborate with the local community on ways to become more sustainable and reduce the carbon footprint of residential dwellings, businesses and organisations in the Shire. As part of a report to come back to Council in November 2019 regarding a proposed structure of a new Sustainability Committee, options be presented as to how Council can extend a program of education, information and resources for the community to support how they can address changing climate and sustainability in their own homes and businesses.

14 NOM13/19 Public Transport Access to Cherrybrook Station and Review of Local Bus Services (F2004/08742) |
MOVED ON THE MOTION OF COUNCILLOR HEYDE, seconded by COUNCILLOR NICITA, THAT: 1. Council write to the Minister for Transport Mr. Andrew Constance requesting an urgent review of the bus routes and timetables affecting residents in the North-West sector, specifically Cherrybrook and West Pennant Hills with a view to providing frequent, efficient and reliable bus connections across suburbs, to public transport hubs, and between schools and shops. 2. The correspondence should also: a) Express concern that the changes were implemented with little or no consultation with Council and the public transport users resulting in considerable anger, distress and inconvenience in the community. b) Propose that the review should consider progressing alternative options of getting commuters to their destinations such as improving active transport and introducing on-demand bus services to the North West Metro stations, particularly Cherrybrook. The review should take into account the concerns of the community and be undertaken in close consultation with Council. c) Request that the Minister for Transport Mr. Andrew Constance urgently progress upgrading the intersection of New Line Road / County Drive / Shepherd Drive to provide safe pedestrian access across New Line Road to provide better active transport options to Cherrybrook Station for residents living to the east of New Line Road. 3. The Mayor write to the Local Members seeking their support for an urgent review as outlined in this motion and that the promised integrated plan addressing all infrastructure requirements for this precinct be completed.

RESOLVED ON THE MOTION OF COUNCILLOR MARR, seconded by COUNCILLOR BROWNE, THAT Council write to the Minister for Transport and Roads and Local Members of Parliament calling for funding to be provided, and management responsibility for bush regeneration works associated with the temporary haulage road between Kirkham Street and Cheltenham Oval, to be transferred to Council for a period of five to seven years to ensure that it is remediated to the highest possible standard.
