RESOLVED ON THE MOTION OF COUNCILLOR TILBURY, seconded by COUNCILLOR MCINTOSH,

THAT:

1.         The contents of Confidential Mayoral Minute No. MM10/19, which is submitted on behalf of the General Manager Performance Review Committee, be received and noted by Council.

2.         Council note the following statement made by the Committee on the 2018/19 performance of the General Manager:

“The Committee congratulates Mr Steven Head on his first year in the role of General Manager and notes his very competent performance.  The Committee believes the organisation is heading in the right direction under Mr Head’s leadership and the Committee encourages him to now take the organisation to a new level with the many initiatives being pursued.”

1.         When Council considers Director’s Report No. CS39/19 – 2019/20 Budget – September 2019 Quarter Review at tonight’s Meeting, it defer a decision in respect of the proposed remediation and funding of the Beecroft War Memorial Cenotaph.

2.         A further workshop with Councillors be undertaken in advance of consulting with the community about the proposed works and timeframes.

6                 EH1/19        Water Quality Monitoring Program and Report

MOVED ON THE MOTION OF COUNCILLOR MARR, seconded by COUNCILLOR NICITA,

THAT:

1.                The contents of Director’s Report No. EH1/19 be received and noted.

2.                Council note that there have not been further improvements to nutrient concentrations in Berowra Creek following upgrades to the Hornsby Heights and West Hornsby Wastewater Treatment Plants in 2003.

3.                In light of point 2 above, Council write to Sydney Water and the Member for Hornsby requesting that Sydney Water actively investigate opportunities to further reduce nutrient levels coming from the Hornsby Heights and West Hornsby Wastewater Treatment Plants along with opportunities for water recycling in the Hornsby LGA.

THAT Council:

1.                Receive and note the contents of Director’s Report No. EH1/19.

2.                Note that Council runs the most comprehensive water quality monitoring program of any Council within the State.

3.                Acknowledge the long-term commitment that Council has to monitoring and improving water quality within the Shire.

4.                Note the extensive information that is provided to our community regarding water quality through programs such as Hawkesbury Watch that provides real-time information on water conditions in the Hawkesbury River including estuary health, swimming conditions and algal alerts.

5.                Reiterate Council’s ongoing commitment to maintaining and improving the health of our waterways.

6.                Note Council’s partnership with State agencies, including Sydney Water, and research organisations who aim to achieve the best possible water quality outcomes for our Shire.

7.                Share with the community the outcomes of Council’s long term monitoring and ongoing commitment to maintaining and improving water quality.

1.                Council endorse the progression of the Planning Proposal attached to Director’s Report No. PL26/19 for submission to the Department and Planning, Industry and Environment for a Gateway Determination to amend the Hornsby Local Environmental Plan 2013 subject to the deletion of reference to the rezoning of properties Nos. 1-5 Peter Close, Hornsby Heights and property No. 5 Arcadia Road, Galston from B1 Neighbourhood Centre to R2 Low Density Residential.

2.         Preliminary, non-statutory consultation be conducted with affected land owners immediately, given the tight timeframes of the Accelerated LEP Review.

RESOLVED ON THE MOTION OF COUNCILLOR Heyde, seconded by COUNCILLOR Browne,

THAT:

1.         Council adopt the Hornsby Community Participation Plan (as amended) attached to Director’s Report No. PL29/19 and publish the Plan on the NSW Planning Portal by 1 December 2019 to meet legislative requirements.

2.         A review of current notification procedures for development applications and options for consideration be presented to Council at an informal workshop and considered in the preparation of the wider Community Engagement Strategy.

3.         A separate report be prepared for Council concerning amendments to the Hornsby DCP 2013 to remove notification provisions in Part 1B.5 following applicable amendments the Environmental Planning and Assessment Regulation 2000.

13               NOM15/19   Public Transport Access to Cherrybrook Station and Review of Local Bus Services

RESOLVED ON THE MOTION OF COUNCILLOR HEYDE, seconded by COUNCILLOR MCINTOSH,

THAT Council write to the Member of Epping, the Hon Dominic Perrottet to:

1.         Thank the NSW government for returning many bus services across Cherrybrook, Beecroft and West Pennant Hills.

2.         Inform him of Council’s support for his continued efforts to persuade the Minister for Transport, Mr Andrew Constance to reinstate the 621 bus service and to further correct some services that have been returned but not yet to community standards.

3.         Request him to provide Council with a progress report on part 2. above by no later than 27 November 2019 for public communication.

14               IR1/19         Hornsby Shire Gateway and Suburb Signage

MOVED ON THE MOTION OF COUNCILLOR HEYDE, seconded by COUNCILLOR MARR pro forma,

THAT:

1.         Council endorse the design and style guide for proposed gateway, suburb and other public signage as presented in attachment 1 of the Deputy General Manager’s Report No. IR1/19 – Hornsby Shire Gateway and Suburb Signage.

2.         Implementation of Gateway and Suburb Signage as proposed in Deputy General Manager’s Report No. IR1/19 be deferred until the Long Term Financial Plan is revised.

3.         A workshop be held with Councillors to assess the financial implications of a decline in investment revenue and the financial capacity to deliver on existing projects identified in the Long Term Financial Plan.

THAT Council:

1.         Endorse the design of proposed gateway and suburb signs as presented in Attachment 1 of Deputy General Manager’s Report No. IR1/19.

2.         Support finalising design and construction of gateway and suburb signs in accordance with the schedule of works presented in Deputy General Manager’s Report No. IR1/19.

3.         Use the proposed designs for gateway and suburb signs to inform the palette of signs for community facilities, parks and wayfinding throughout the Shire.
