Mayoral Minute No. MM12/19
Date of Meeting: 11/12/2019
14 LEASE ARRANGEMENTS FOR COMMUNITY PRESCHOOLS
Concerns raised by the community preschools were that their current leases have them on a transitional pathway which would see them paying market rental rates under the broad national definition of Education and Care Services (which includes Long Day Care centres) by 2021, and that as not-for-profit preschools market rental rates on this basis could jeopardise their future viability. Community preschools have requested instead that Council freeze their rents at their current levels and does not apply the scheduled rental increases for 2020 and 2021.
In August Council agreed to meet with Community Preschools on the basis that they provided detailed financial information for each preschool in support of their concerns. Councillors were provided with an overview of this information at an informal workshop.
In conversation with my fellow Councillors and staff it was noted that Council has already applied staged rental increases for preschools over the past three years, and preschools have expressed concerns about their continuing viability should the scheduled rental increases proceed. A general view has emerged among Council that there is a need to ensure a balance between a reasonable market rental return and supporting the continued viability of these important community assets.
As such, I understand that Councillors are open to replacing the scheduled rental increases in 2020 and 2021 with an annual CPI increase. This would also mean that for the option period available to community preschools beyond 2021, no market rental reviews would occur, and annual CPI increases would apply.
I am advised that in developing its 2019/20 budget, Council did not factor in community preschool rental increases that were scheduled to apply from 1 January 2020 to 30 June 2020. Likewise, Council did not factor the future community preschool rental increases into its Long-Term Financial Plan. Therefore, should Council support this Mayoral Minute it would not imperil any projects or programs in the 2019/20 Operational Plan or the 2019-21 Delivery Program.
THAT in respect of community preschool leases that Council has with The Jack & Jill Kindergarten; KU Galston Preschool; KU Berowra Preschool; KU Grevillea Preschool; Larool Preschool; North Epping Kindergarten; Cherrybrook Community Preschool and Norwood Community Preschool that:
1. Council replace the scheduled rental increases in 2020 and 2021 with an annual CPI increase.
2. For the option period beyond 2021, no market rental review take place with annual CPI increases to apply.
