Statement by the Chairman:

"I advise all present that tonight's meeting is being video and audio recorded for the purposes of providing a record of public comment at the meeting, supporting the democratic process, broadening knowledge and participation in community affairs, and demonstrating Council’s commitment to openness and accountability.  The recordings of the non-confidential parts of the meeting will be made available on Council’s website once the Minutes have been finalised. All speakers are requested to ensure their comments are relevant to the issue at hand and to refrain from making personal comments or criticisms.  No other persons are permitted to record the meeting, unless specifically authorised by Council to do so.”

1                 LPP9/20      Development Application - Alterations and Additions to the ‘Thornleigh Marketplace’ Shopping Centre

(DA/1047/2019)

RECOMMENDATION

THAT Council assume the concurrence of the Secretary of the Department of Planning and Environment pursuant to Clause 4.6 of the Hornsby Local Environmental Plan 2013 and approve Development Application No. DA/1047/2019 for alterations and additions to the ‘Thornleigh Marketplace’ shopping centre including the construction of a second-floor level comprising additional retail floorspace at Lot 100 DP 608646, No. 17 Bellevue Street Thornleigh subject to the conditions of consent detailed in Schedule 1 of LPP Report No. LPP9/20.

PANEL’S CONSIDERATION

Given the declarations of interest, the Panel did not have a quorum present to enable consideration of this item.

 

 

2                 LPP13/20    Development Application - Subdivision One Lot into Two and Construction of a Dwelling - 101-103 Wongala Crescent, Pennant Hills

(DA/847/2019)

RECOMMENDATION

THAT Development Application No. DA/847/2019 for Torrens title subdivision of one lot into two, demolition of a deck and construction of a two-storey dwelling at Lot 15 DP 10463, Nos.101-103 Wongala Crescent, Pennant Hills be refused for the reasons detailed in Schedule 1 of LPP Report No. LPP13/20

PANEL’S CONSIDERATION AND DETERMINATION

The Panel considered the matters raised in written submissions and by the speaker at the meeting including the impact on the conservation area and streetscape, impact on trees, traffic safety, width of the proposed lot, drainage and flooding impacts.

The Panel resolved to adopt the officer’s recommendation and refuse consent to the proposed development. 

Further, the Panel resolved to delegate its functions under section 8.15(4) of the EPA, Act to the General Manager of Hornsby Shire Council or other staff of Council including Council’s Executive Manager, Planning & Compliance Division and Manager Development Assessments pursuant to section 2.20(8) of the EPA, Act in respect of Court appeal 2020/00147539.
