Note: COUNCILLOR GREENWOOD declared a Pecuniary Interest in this item under Clause 4.16 of Council’s Code of Meeting Practice (see Declarations of Interest in these Minutes). The nature of interest was stated by COUNCILLOR GREENWOOD on the Declaration of Interest form as: “I am the owner of 209/2 City View Road, Pennant Hills which will place the property to be developed at 7 city View Rd, Pennant Hills. The impact on my property is significant”. COUNCILLOR GREENWOOD was not present at, or in sight of, the Meeting when this item was being debated or voted on.

 

Note: COUNCILLOR MCINTOSH declared a Less Than Significant Non-Pecuniary Interest in this item under Clause 5.11 of Council’s Code of Conduct for Councillors (see Declarations of Interest in these Minutes). 1.         Council endorse the 7 City View Road, Pennant Hills Planning Proposal as exhibited (attached to Director’s Report No. PC30/23) and progress with finalisation of amendments to the Hornsby Local Environmental Plan 2013.

2.         Council endorse the Voluntary Planning Agreement attached to Director’s Report No. PC30/23 to facilitate dedication of four affordable housing units, an easement for public access and a monetary contribution of $450,000 towards improvements in the Pennant Hills Town Centre.

3.         Submitters be advised of Council’s decision.

9                 PC33/23      Letter from Planning Minister - Housing Delivery

RESOLVED ON THE MOTION OF COUNCILLOR MCINTOSH, seconded by COUNCILLOR WADDELL,

THAT:

1.         Council note the letter from the Minister for Planning and Public Spaces requesting councils review their planning policies to increase housing supply and diversity.

2.         Council write to the Minister for Planning and Public Spaces outlining Council’s:

·              Current medium density housing project.

·              Proven track record of housing delivery via strategic planning initiatives and the timely assessment of planning applications.

·              Commitment to facilitate housing provision in accordance with the initiatives outline in the Hornsby Local Housing Strategy 2020.

·              Willingness to continue to investigate opportunities for appropriate housing delivery in the future in accordance with any revised housing targets.

·              Observation that the housing crisis is not limited to council zoning and application determination timeframes but that macro-economic factors also need to be addressed.

3.         Council’s letter to the Minister also note the recent announcement of planning reforms by the State Government appears to conflict with his request that councils plan for medium density housing locally and raise concerns that such an approach may not appropriately respond to constraints such as bushfire, flooding, vegetation and infrastructure capacity.

MOVED ON THE MOTION OF COUNCILLOR SALITRA, seconded by COUNCILLOR BALL

THAT Council: 

1.             Identify improvements to lighting, security and access to the Upper McKell area at Brooklyn for all users. 

2.             Discuss improvement options, including financial implications, at an Informal Councillor Briefing in early 2024  

3.             Consider options for seeking any available grants to fund identified improvements.  

4.             Determine the extent of need for residents who are not eligible for a Disability Parking Permit but may still require special parking arrangements; and seek input from river and Brooklyn residents.

5.             Present the findings to an Informal Councillor Briefing in April 2024, with a view to seek any approvals possible from Crown Lands, to enable permits to be issued on Crown Lands. 

6.             Note the work on the Brooklyn Place Plan is progressing, including long term solutions to parking within Brooklyn; and request an update be provided to an Informal Councillor Briefing early in 2024, also incorporating discussion on engagement of the draft plan.

7.             Continue to lobby Transport for NSW for improved service and frequency of public transport in Brooklyn.

8.             Encourage visitors to take the train to Brooklyn for recreation, through established communication channels such as social media and print advertising. 

9.             Note that points one to seven require time to progress and are not able to be implemented in the short-term.

10.          Adjust 4P timed parking spaces within the foreshore parking areas to a total of 30 spaces as a temporary measure, until viable alternative parking is implemented. 

11.          Seek approval for the adjustment of 4P parking spaces via Council’s Traffic Committee without delay.

 

AN AMENDMENT WAS MOVED BY COUNCILLOR MCINTOSH seconded by COUNCILLOR MCCLELLAND,

THAT Council:

1.             Acknowledge the challenges that the trial of the Brooklyn Parking scheme has presented to the local community.

2.             Act immediately to:

a)            Adjust the number of recently implemented 4P timed parking spaces within both the foreshore and ferry wharf area to a total of 35 timed spaces for a four month trial period, thereby reducing the restricted 4P spaces by a total of 40 spaces.

b)            Implement these changes as a matter of urgency and immediately following the approval of the Local Traffic Committee.

c)             Provide temporary, motion-activated lighting to provide safety and security for all residents during this trial period.

d)            Monitor and evaluate all parking changes during this trial period and report back to Council with a report recommending any further changes not later than the May 2024 Council Meeting.

3.             Commence action to research and investigate a resident parking scheme together with the concept of a Special Circumstances Parking permit for reporting back to Council in conjunction with the evaluation of the current parking changes.

4.             Progress long term solutions and funding opportunities within the Brooklyn Place Plan concurrently with this trial and request an update to an Informal Councillor Briefing before March 2024.

THAT Council:

1.         Acknowledge the need for a safe, reliable and connected paved footpath for the public to access the western side of New Line Road between County Drive and Franklin Road, Cherrybrook.

2.         Investigate the construction of a paved footpath along the western side of New Line Road between County Drive and Franklin Road, Cherrybrook.

3.         Report the outcomes of this investigation and discussions with Transport for NSW at an Informal Councillor Briefing for consideration of inclusion in Councils Delivery Program/Operational Plan 2024/25.

I have conducted surveys, interviews, peer groups to get a good understanding of the veteran civilian experience” and the explanation of why the interest does not require further action in the circumstances was “I am a former member of the Northern Suburbs Veterans Centre Board and until March 2023, was a director for the Veteran Centre Australia. I now hold no positions in any veteran organisation”.

 

RESOLVED ON THE MOTION OF COUNCILLOR GREENWOOD, seconded by COUNCILLOR MCINTOSH,

THAT Council:

1.         Make contact with the Veteran Employment Program (VEP) and investigate the opportunities for Council to have a collaborative relationship with VEP by linking, supporting and employing veterans within its Hornsby local government area.

2.         Report back the outcome of this contact to an Informal Councillor Briefing prior to the end of March 2024.
