The Mayor presented the supervisor of the Community Recycling Centre with the 2024 Mobile Muster Recycling Award. The award recognises Council as being the top local government collector of mobile phones and accessories in NSW for the seventh year in a row.

The Mayor accepted an award on behalf of Council from Michelle Ferris from Dementia Australia for Council’s valuable contribution in raising dementia awareness within the Shire.

RESOLVED ON THE MOTION OF COUNCILLOR RUDDOCK,

THAT on behalf of the Review Committee I now submit the following recommendation.

1.         The Mayoral Minute on behalf of the General Manager Performance Review Committee be noted.

2.         The Council endorse the finding of the General Manager Performance Review Committee of the outstanding performance of the General Manager and the organisation in the 2023/24 review period and award a 6% increase in the General Manager’s Total Remuneration Package to reflect that outstanding performance and aligning with comparable Councils in the Sydney metropolitan area. 

3.         The priorities for the General Manager in the next review period 2024/25 as outlined in the Minute be endorsed:

·                     Induct and establish a high performing governing bodya comprehensive program after the September local government elections.

·                     Long Term Financial Sustainability – to include service reviews, increased revenue streams, and surplus budgets.

·                     Organisation Development and Leadership – progressing the talent management framework and with ELT and SLT.

·                     Progress major projects – including Hornsby Town Centre and planning for Housing, Hornsby Park Stage 1, and resolution of a direction for Westleigh Park and a timeframe moving forward.

·                     Capital Works Delivery – 85% of programme delivered, including the SRV.

RESOLVED ON THE MOTION OF COUNCILLOR TILBURY, seconded by COUNCILLOR MCINTOSH,

THAT Council:

1.         Raise concerns about the progression of the Hornsby Transport Oriented Development rezoning proposal, as exhibited, for reasons including that the proposal:

1.1        Lacks certainty that essential local and State infrastructure will be funded and delivered to support projected growth.

1.2        Would likely increase landowner uncertainty and speculation, stifling delivery of housing, in contradiction to Council’s Masterplan and the National Housing Accord.

1.3        Increases development potential on State Government land while removing commitments to provision of community infrastructure and employment opportunities.

1.4        Is deficient in prioritising affordable housing provision.

2.         Endorse the submission attached to Director’s Report No. PC18/24 highlighting Council’s concerns.

3.         Seek a meeting between the Mayor, General Manager and Minister for Planning and Public Spaces to emphasise Council’s concerns and outline opportunities to improve the Proposal.

MOVED ON THE MOTION OF COUNCILLOR SALITRA, seconded by COUNCILLOR HEYDE,

THAT with regard to car parking in Brooklyn, Council:

1.         Identify in conjunction with the established resident working group potential improvements to lighting, security and accessibility to the Upper McKell overflow carpark at Brooklyn, to provide safe and easier to access parking for residents and visitors.

2.         Discuss improvement options, including financial implications for council and options for seeking grants to help fund or contribute funds for any identified improvements, at a Councillor Workshop by end of 2024.

3.         Provide a report on options by the first scheduled Council meeting for 2025.

4.         Give consideration to the funding of improvements in the development of the 2025/26 Operational Plan.
