"I advise all present that tonight's meeting is being video streamed live via Council’s website and also audio recorded for the purposes of providing a record of public comment at the meeting, supporting the democratic process, broadening knowledge and participation in community affairs, and demonstrating Council’s commitment to openness and accountability.  The audio and video recordings of the non-confidential parts of the meeting will be made available on Council’s website once the Minutes have been finalised. The Mayor advised that Council was the winner of three Industry Awards for Fagan Park Children’s Forest. The Mayor presented the awards to Fiona Robbé the Landscape Architect/Playspace Consultant and David De-Fina who accepted the awards on behalf of Council’s Landscape Architecture team, the awards were:

·                     Parks and Leisure Australia (PLA) NSW/ACT Award, the project was awarded the Playspace Under $500K category in Parks and Leisure Australia's 2024 NSW/ACT Awards of Excellence. 

·                     Landscape Architecture Award, at the Australian Institute of Landscape Architects (AILA) Awards, the project was awarded Landscape Architecture Award in providing a platform to showcase the positive impact of landscape architecture on Australian communities and the environment.

·                     The Kidsafe Australia National Playspace Design Award, the Fagan Park Children’s Forest was named the national winner in the Public Playspaces – up to $500K category by Kidsafe Australia.

1                 GM30/25      Draft Destination Management Plan for Exhibition

RESOLVED ON THE MOTION OF COUNCILLOR TILBURY, seconded by COUNCILLOR BALL,

THAT:

1.         Council endorse the draft Destination Management Plan 2025-2030 for the purposes of placing the document on public exhibition. 

2.         The consultation process associated with the exhibition of the draft identify willing industry participants who may wish to collaborate with each other and Council to progress the goals of the Destination Management Plan. 

3.         A further report be provided for Council’s consideration that outlines the results of the engagement process, any changes recommended to the document and final adoption of the Destination Management Plan 2025-2030.

1.         The Long Term Financial Plan for the period 2025/26 to 2034/35 attached to Director’s Report No. CS33/25 be adopted.

2.         Council note the responses provided in Table 1. to the public submission received during the exhibition of the draft 2025/26 – 2034/35 Long Term Financial Plan.

3.         Council write to submitters thanking them for their feedback.

5                 CE7/25        HSC Submission - Draft NSW Waste and Circular Infrastructure Plan

RESOLVED ON THE MOTION OF COUNCILLOR SIMONS seconded by COUNCILLOR BALL,

THAT:

1.             Council endorse the submission to the first chapter of the Draft NSW Waste and Circular Infrastructure Plan (Attachment 1.) to Director’s Report No. CE7/25.

2.             Council note the submission relates to the first chapter which is focussed on Greater Sydney’s landfill shortages, and that other chapters relating to waste management challenges facing regional and remote areas of NSW, and how to increase investment in reuse and recycling infrastructure are scheduled to be developed and released for comment later in the year.

3.             Council note the importance of waste minimisation, community education and ensuring that we adopt global best practice, as well as infrastructure in transitioning to a circular economy.

4.             Noting the NSW and Sustainable Materials Strategy 2041- Stage 1: 2021-2027; NSW Plastics Action Plan and the NSW Waste Delivery Plan are focussed on guiding NSW transition to a circular economy, Council write to the NSW Government requesting a progress update be provided on implementation of the Strategies and Plans.

6                 CE8/25        Submission on Sydney Water Environmental Protection Licence Review

RESOLVED ON THE MOTION OF COUNCILLOR TILBURY, seconded by COUNCILLOR BALL,

THAT Council endorse the submission to the NSW EPA proposing changes to improve water quality protection in the Environmental Protection Licences for sewage treatment plants within the Hornsby Local Government Area.

2.         Following exhibition, a report on submissions be presented to Council for consideration.
