Director’s Report No. CE1/25 regarding Review of Policies and Codes – Community and Environment Division incorrectly noted in the Report background that these policies were last reviewed at the Ordinary Meeting of Council on 12 September 2018.
Community and Environment Division Policies and Codes were last formally reviewed by Council at the 12 October 2022 General Meeting.

QWN2/25 - Rehabilitation of Hornsby Quarry to Hornsby Park |
A Response to the Question with Notice asked by COUNCILLOR Tilbury to the General Manager, - QWN2/25, is provided below:
Could the General Manager please detail the entire financial spend on the rehabilitation of Hornsby Quarry to Hornsby Park to date (up to and including any projected spend before the official opening later this year)? Please include all grants secured, developer contributions, general funds and any other funding sources.
Council has a long history with the project spanning several decades and ongoing operating costs have been incurred over this time frame. For the purpose of answering the question 1 July 2016 has been chosen as the commencement date of rehabilitation, as expenditure to procure spoil to fill the void was first incurred in this year following a decision by Council to proceed with the rehabilitation of the site.
The total life to date expenditure on the project from 1 July 2016 to 30 June 2025 is $64.934 million. A further $0.965 million is committed by way of contract and forecast to be spent before the opening date.

The majority of funding has been provided externally, largely through a grant from the NSW Government Stronger Communities Fund, plus interest earned and some from Developer Contributions. General funds were allocated by Council between 2016 and 2018 prior to the receipt of this grant:

In addition to the table above Council has recently secured a $12 million Thriving Suburbs grant from the Australian Government (to be matched by an equivalent amount from Council) that will deliver a significant portion of Old Mans Valley as envisioned in the adopted masterplan and has also recently received a further grant of $530K from the metropolitan Greenspace Grant program to assist in the delivery of walking and circulation trails around the park.

10 CELEBRATING SIGNIFICANT COMMUNITY ANNIVERSARIES
Hornsby Shire has a strong network of community, cultural, sporting, educational and spiritual organisations who provide dedicated service to our local communities, addressing significant local needs. Many of these local organisations have a long history, equal to or older than Council, often germinating from a single simple idea.
Invariably volunteer-led and run, these organisations provide our communities with valuable services beyond the role and capacity of government and of Council. Their services vary greatly and range from opening the doors of opportunity through to life saving support. We can trace the success of award-winning artists and sportspeople who have started their careers within these local community organisations and can attribute at least part of their success to the skills gained with them.
Through the volunteering, leadership and dedication of these organisations, our Shire is a better place for all our residents.
This year, the Mayor, myself and other Councillors have attended or will attend a variety of Anniversary events throughout the Shire celebrating their achievements, it has come to our attention just how many significant anniversaries are being celebrated in this period.
The list of organisations celebrating and the anniversary they have reached includes:
· 175 year anniversary of West Pennant Hills Public School (2025)
· 100 year anniversary of Pennant Hills Public School (2025)
· 100 year anniversary of Scouts in Pennant Hills (2025)
· 100 year anniversary of Northern District Cricket Club (2025)
· 100 year anniversary of Hornsby Ku-ring-gai Community College (2025)
· 100 year anniversary of Normanhurst-Warrawee Cricket Club (2025/26)
· 100 year anniversary of Epping Scouts (2025)
· 75 year anniversary of Waitara Anglican Church (2025)
· 75 year anniversary of Asquith Bowling Club (2025)
· 60 year anniversary of Hornsby Heights Rural Fire Service (2025)
· 60 year anniversary of Hornsby Heights Scout Troup (2025)
· 60 year anniversary of Beecroft Cheltenham District Civic Trust (2024)
· 60 year anniversary of Hornsby Art Society (2024)
· 30 year anniversary of the Berowra Wood Chop (2025)
· 25 year anniversary of Hornsby Woodworking Men’s Shed (2026)
· 25 year anniversary of Studio Artes (2025)
· 20 year anniversary of Hornsby Relay for Life (2024)
· 10 year anniversary of Hornsby Shire History Group (2025)
· 10 year anniversary of Hornsby Ku-ring-gai Women’s Shelter (2025)
Despite this exhaustive list, I feel sure there is someone that has been missed. In addition, there will be business and family anniversaries, including some names very familiar in the history of our Shire, however for the sake of containment, this list is confined to community organisations, groups and clubs.
In my view, it is these unique community organisations that define a community – they’re the lifeblood of our Shire.
On behalf of all Councillors and residents, I would like to formally recognise these organisations for their contribution to community life in Hornsby and extend Council’s congratulations to all involved for their remarkable contributions to our Shire as a whole.
It is suggested that it would be appropriate for Council to acknowledge the significant service of these organisations, through a simple event to mark their service.
It is proposed that a simple civic function be held to acknowledge all of the organisations named above, and others that the staff identify with significant milestones, with a certificate to be presented to representatives of each of the organisations.
In order to keep the costs for such an event to a minimum it has been proposed that the event be held at Wallarobba Arts and Culture Centre during the Hornsby Art Prize Exhibition period of 12 - 28 September. Venue costs and resources will be minimised as the Centre is already set up for an important civic event, and the facility is geared towards a presentation event of this scope. Additionally, this will provide an opportunity for Council to showcase the Hornsby Art Prize to a broad audience of Hornsby’s leading organisations.
The General Manager has advised that the cost to hold such an event would be $6,000. Funds can be identified within the Community and Environment Division budgets.
I encourage all Councillors to join with me in supporting and acknowledging the contribution of these key organisations in our Shire.
