1.           Council extends its thanks and congratulations to the organisations named for the significant anniversaries they are celebrating this year and thank them for their contributions to our Shire and our community.

2.         A suitable event be held to acknowledge their service at Wallarobba Arts and Cultural Centre during the Hornsby Art Prize Exhibition Period, 12 September to 28 September 2025.

THAT on behalf of the Mayor, the Councillors, community and staff we express our deep appreciation for the efforts of our Director Planning and Compliance, Mr James Farrington, who after thirty years is leaving Hornsby Shire Council to take up an executive role at Northern Beaches Council. He leaves an impressive legacy, and we are grateful for the commitment, the passion and the results he has achieved for Hornsby over this period.

RESOLVED ON THE MOTION OF COUNCILLOR TILBURY, seconded by COUNCILLOR BALL,

THAT Council:

1.           Re-appoint Sue Weatherly (Technical Representative); Mark McCrindle (Community Representative), Christine Newman (Alternative) and David White (Alternative) as local members on the Sydney North Planning Panel for a period of three years.

2.           Extend the term of appointment for Anthony Hudson, Elizabeth Kinkade, Gregory Flynn, Heather Warton, John Brockhoff, Larissa Ozog, Marjorie Ferguson, Michael Leavey and Stephen Leathley as expert members on the Hornsby Local Planning Panel (HLPP) until 30 June 2027 and Council consider new membership at that time.

3.           Extend the term of appointment for Martin Dargan, David White and Tony Jones as community representatives on the HLPP until 30 April 2026.

4.           Commence an expression of interest process to appoint new community members of the HLPP by the end of April 2026.

5.           Thank Amanda Anderson and Aiman Khan for their contribution to the HLPP.

6.           Advise the Planning Panels Secretariat at the Department of Planning, Housing and Infrastructure of Council’s resolution.

RESOLVED ON THE MOTION OF COUNCILLOR TILBURY, seconded by COUNCILLOR CONLEY,

THAT:

1.           Council endorse progression of the Employment Lands Study Planning Proposal attached to Director’s Report No. PC14/25 for submission to the Department of Planning, Housing and Infrastructure for a Gateway Determination.

2.           The Planning Proposal be publicly exhibited in accordance with the Gateway Determination and consultation strategy identified in this report, for no less than 28 days.

3.           Council endorse the amendments to the Hornsby Development Control Plan 2024 attached to Director’s Report No. PC14/25 for exhibition concurrently with the Planning Proposal for no less than 28 days.

4.           Following exhibition, a report on submissions be presented to Council for consideration.

THAT Council adopt the:

1.           Recommendations contained in the table in Director’s Report No. PC15/25 in respect of each of the current Policies under the jurisdiction of the Planning and Compliance Division.

2.           New Enforcement Policy subject to Section 2.3 concerning low risk matters being amended to clarify the listed matters may be investigated where evidence is submitted indicating a medium/high risk of threat to life or property.

A Response to the Question with Notice asked by COUNCILLOR Tilbury to the General Manager, - QWN2/25, is provided below:

Could the General Manager please detail the entire financial spend on the rehabilitation of Hornsby Quarry to Hornsby Park to date (up to and including any projected spend before the official opening later this year)? Please include all grants secured, developer contributions, general funds and any other funding sources.

Council has a long history with the project spanning several decades and ongoing operating costs have been incurred over this time frame. For the purpose of answering the question 1 July 2016 has been chosen as the commencement date of rehabilitation, as expenditure to procure spoil to fill the void was first incurred in this year following a decision by Council to proceed with the rehabilitation of the site.

The total life to date expenditure on the project from 1 July 2016 to 30 June 2025 is $64.934 million. A further $0.965 million is committed by way of contract and forecast to be spent before the opening date.

The majority of funding has been provided externally, largely through a grant from the NSW Government Stronger Communities Fund, plus interest earned and some from Developer Contributions. General funds were allocated by Council between 2016 and 2018 prior to the receipt of this grant:

In addition to the table above Council has recently secured a $12 million Thriving Suburbs grant from the Australian Government (to be matched by an equivalent amount from Council) that will deliver a significant portion of Old Mans Valley as envisioned in the adopted masterplan and has also recently received a further grant of $530K from the metropolitan Greenspace Grant program to assist in the delivery of walking and circulation trails around the park.
