The Mayor advised that Council was the winner of the Keep Australia Beautiful NSW Sustainable Cities Awards 2025 – NSW Overall Sustainable Cities, and presented the Certificate and Trophy to Council Officers on behalf of Environment, Waste Management, Library and Community Services, Strategy & Place Branches.

The Mayor advised that Council was awarded the Parks and Leisure Australia (PLA) National Award for a Playspace valued Under $500K category, for the Fagan Park Children’s Forest, and presented the Trophy to Council’s Landscape Team.

The Mayor advised that Council had been awarded the Australian Institute of Horticulture Green Space Award, for the transformation of Salt Pan Reserve, Brooklyn and presented the Trophy to Council Officers from the Environment Branch.

The Mayor advised that Council had been awarded the Greater Sydney Regional Landcare and Bushcare Awards 2025 – Community Partnerships Award (Joint Winner) for its Blue Gum High Forest (BGHF) Campaign, and presented the Certificate to Council Officers from the Environment and Strategy & Place Branches.

The Mayor advised that Council had been awarded the LGNSW Environment Symposium and Awards 2025 – Natural Environment Protection & Enhancement (On‑Ground Works) Division C and Overall Winner for the New‑Bub Bushcare initiative, and presented the Certificate and Trophy to Council Officers from the Marketing, Environment, and Community Development Teams.

The Mayor advised that Council had been awarded the NSW Coastal Conference – Local Government Award for its contributions to the Hawkesbury–Nepean River System Coastal Management Program, and presented the Certificate to Council Officers from the Environment Branch.

1.            The Acting General Manager coordinate an independent evaluation of the completed financial assessments that have been conducted to date for light industrial use at 1-3 Johnson Road, Galston with consideration of the following:

a)         A reduced layout of industrial use limited to predominately 1 Johnson Road, Galston while accommodating greater passive open space.

b)         An assessment of reduced traffic impacts be provided.

c)         The financial viability of a reduced layout and appeal to market participants.

d)         The reasonableness and risk of any payback period from investment of capital compared to current invested returns.

e)         Open space embellishments on this site can be achieved through revenue generated from light industrial activities based on a reduced layout.

2.            A report be provided to Council following the conclusion of the evaluation.

17               MM13/25     Graffiti Removal on Private Assets

RESOLVED ON THE MOTION OF COUNCILLOR Waddell, seconded by COUNCILLOR McIntosh,

THAT:

1.            The Acting General Manager prepare information on graffiti hotspots on private assets for consideration by Council.

2.            The Acting General Manager assess identified graffiti hotspots during the December Quarterly Budget Review as a one-off budget allocation and report the findings to a General Meeting of Council.

3.            The high-profile graffiti hotspots are addressed with private landowners to stop further spread, with ongoing cleanup managed by those landowners after the initial assistance provided by Council.

RESOLVED ON THE MOTION OF COUNCILLOR Tilbury, seconded by COUNCILLOR McIntosh,

THAT Council:

1.         Approve the sale of the land identified within Confidential Director’s Report No. CS77/25 in accordance with the terms of sale outlined in Confidential Director’s Report No. CS77/25 and retrieving a 10% non-refundable deposit from the applicant prior to Contract of sale being issued, later to be deducted at settlement. 

2.         Authorise the General Manager to use reasonable discretion to negotiate the detailed terms and conditions of the sale agreement, generally in accordance with the terms of sale outlined in Confidential Director’s Report No. CS77/25 and to execute documents in relation to the sale, as deemed appropriate by Council's legal advisers.

3.         Authorise the use of its Seal on the Contract for the Sale of Land, Transfer or any legal or other documents related to the sale of the property identified within Confidential Director’s Report No. CS77/25, as deemed appropriate by Council’s legal advisers.

4.         Authorise the General Manager to proceed with any necessary applications or processes required for the formal permanent road closure.

THAT Council:

1.         Acknowledges the importance and value of the existing community gardens in our Shire, and the potential benefits that enhancing existing, and developing new and additional community gardens, would bring our community.

2.         Recognises the policy, guidelines and program gap that currently exists to facilitate the establishment and support of community gardens within our community.

3.         Holds a Councillor strategy session to discuss:

a)         The process of developing a draft community gardens policy, guidelines and support program.

b)         Undertaking research, consultation and collaboration with relevant stakeholders and the community, Community Gardens Australia and other councils with existing community gardens programs, to identify community needs and requirements and best practice community garden arrangements that might be incorporated into a draft policy

c)         The minimum infrastructure levels that might be required to support Community Gardens including water, amenities such as access to toilet facilities, etc taking into account capital and recurrent costs.

4.         Includes discussion of the opportunities for verge / nature strip gardening and the policy considerations needed to be addressed such as maintenance, access issues and sightlines / community safety in order to respond to resident enquiries.

 

AN AMENDMENT WAS MOVED BY COUNCILLOR TILBURY

THAT noting requests from the Edgeworth Community Garden Group for a toilet facility to be installed at the garden, Council officers be requested to consider the feasibility and provide a response directly to the group.

DUE TO THE LACK OF A SECONDER, THE AMENDMENT LAPSED.
