PC16/21 - Hornsby Thematic History - Report on Submissions

 

 

Additional information with  CHANGE  to Recommendation

Since the finalisation of Director’s Report No. PC16/21, Council’s Heritage Advisory Committee met on 5 October 2021. At the meeting, minor aspects of the Thematic History were identified requiring clarification.

As outlined in Director’s Report No. PC16/21, additional narrative and a new Convict Life theme have been included in the updated Thematic History after public exhibition. A final review by the Heritage Committee has identified further amendments to improve the document, relating to clarification of regional and national parks and their management, locations of fire spotting towers and the management of Milson Island.

The final edits are detailed below (new text underlined).

·              Paragraph 8 on page 24

One regional park (Berowra Valley) and several large national parks (Berowra Valley, Ku-ring-gai Chase and Marramarra) account for a significant area of bushland, featuring vegetation growing on infertile soils and deeply dissected sandstone terrain. Hornsby Shire Council manages 276 includes natural areas totalling approximately 5950 hectares of bushland and reserves including natural wetlands. The Council also jointly manages the 3830-hectare Berowra Valley Regional Park with the NSW National Parks and Wildlife Service. More than 1000 plant species, 340 vertebrate animals and 30 ecological communities today call the Shire home.

Fire trails have been formed and spotting towers erected in the district, including at Tumbledown Dick, Bungaroo, the tower of Mt Wilga Rehabilitation Centre and two still in operation at Galston and Berowra.

·              Paragraph 4 on page 83

Professionalisation of nursing staff and greater understanding of mental health saw improvements to care during the 1960s, but the facility on Milsons Island was closed in 1972 and transferred to the Department of Corrections to become a low security prison. In 1982, the NSW Department of Sport and Recreation organised part-time camping programs on the island and it became a full-time Sport and Recreation Centre by 1984.

It is recommended that Council endorse the Hornsby Thematic History as amended and attached to this Late Item Information Memo report.

 

 

RECOMMENDATION

THAT:

1.         Council endorse the Hornsby Thematic History attached to Report No. LM8/21.

15      THE PASSING OF MR TOM RICHMOND OAM   

 

 

Hornsby Shire Council joins with many people in celebrating the life of Tom Richmond OAM, who passed away suddenly on Tuesday 14 September 2021 at the age of 80. Tom was a devoted teacher, an accomplished historian, was active in community affairs and a sportsman of considerable note.

Tom Richmond was born in Hornsby in 1941, the son of Bob and May Richmond. He was raised in the family home at Asquith. His mother was a Brooklyn girl and his grandmother, Annie Ellis Johnson was born there in 1871 and lived at Brooklyn until her death in 1962. Tom spent many happy days on holiday with his grandmother and fell in love with Brooklyn in the process.

Tom was educated at Barker College, then at Wagga Wagga Teachers’ College where his love for education was kindled, then he completed an Arts Degree at the University of New England. His degree included four years of English, four years of History and one of Psychology.

Tom became known as a leader in the field of local history education and took part in curriculum development related to local history teaching. He spoke at both NSW and Australian History Teachers’ conferences and was a member of several committees, including the ABC Advisory Committee.

Tom was a life member of both the Northern Districts Cricket Club and the Hornsby Ku-ring-gai and Hills District Cricket Club. He had a 50-year career of continuous involvement in cricket coaching, ranging through various school teams, Club teams, inter-district Club representative teams, A.W. Green Shield, Northern Cricket ‘Winter Spin’ program and Hornsby Ku-ring-gai and Hills District Cricket Club Ross Turner Cup fixtures.

He is also well remembered for his involvement in coaching Club representative teams, Northern District Green shield and schoolboy teams. He was the founder of the Ross Turner and Glenn Hourigan Cups, running these events for many years.

Tom joined the Hornsby Shire Historical Society in the 1970s and contributed two chapters to the book, Pioneers of Hornsby Shire. His work on Hawkesbury history resulted in several small books, including Brooklyn Federation Village, Love Among the Prawns, Brooklyn Underground, Bar Island and the Lower Hawkesbury and The Birth of Hornsby Shire. He compered Council’s Heritage Cruise for ten years, wrote weekly articles for the Hornsby Advocate and delivered countless speeches to clubs and organisations on local history.

Tom was the founding secretary of the Brooklyn Ratepayers’ Association and worked hard to achieve the preservation of Kangaroo Point. In 2002, Tom was awarded the Order of Australia Medal (OAM) for services to youth through education and cricket, and for researching the history of Hornsby.

Tom was a truly community-spirited gentleman and he will be missed. I would like to convey Council’s most heartfelt condolences to Tom’s family and his many friends.

 

RECOMMENDATION

THAT, on behalf of Councillors and staff, Council offer sincere condolences to the family and friends of Mr Tom Richard OAM whose contribution to the community, education, cricket and local history in the Hornsby Shire was significant.
